Resolved: System outage 9/15 affecting content registration and query services

Update: all systems and services are restored

We're currently experiencing an unplanned system outage (as of 6 PM UTC / 2 PM ET). We're working to get systems back online and will update with our progress.

This outage impacts deposit (content registration) and system query processing as well as any OAI-PMH related services. The REST API is not currently affected.
